    Police issue public safety alert for high-risk sex offender

    Regina police have issued a public advisory for a man with a history of sex crimes who will be living in Regina.

    Police say Steven Brian Ewanchuk, 71, is considered to be at high risk to reoffend sexually and will reside in the Heritage neighbourhood at a residence that provides supervision and monitoring of his activities starting Monday.

    The Regina Police Service (RPS) said it is releasing the information on Ewanchuk to enable the public to take “suitable preventative measures,” and not to carry out any form of vigilantism.

    Ewanchuk has eight convictions for sex offences, and four non-compliance with court-ordered conditions.While incarcerated, Ewanchuk completed programming to address his risk factors, but the assessing psychologist said the programming will be unlikely to substantially reduce Ewanchuk’s risk to reoffend.

    According to previous court judgments, Ewanchuk’s sexual offending dates back to the 1970s, and his most recent conviction was in 2007 when he received a 16 and a half year prison sentence for sexually assaulting a young girl in Alberta. When the sentence was upheld on appeal, the court judgment stated: “The track record of the appellant evidences an unrelenting insatiable appetite for non-consensual  sexual acts often with vulnerable young women.”

    In 2017 after Ewanchuk’s repeated legal action while behind bars against prison officials, judges, and lawyers, an Alberta court deemed him a “vexatious litigant” for abusing the court process and put restrictions on future litigation filed in that province.

    Ewanchuk is bound by a long-term supervision order until Feb. 12, 2028 and must abide by several conditions. They include following a treatment plan, not being around places where children under the age of 18 are likely to congregate, reporting all sexual and non-sexual relationships and friendships with females to a parole supervisor and not to be in the presence of any female children under the age of 18 unless accompanied by an adult who has been approved by the parole supervisor and is aware of his criminal history.

    Ewanchuk is described as 6 feet tall, weighing 200 pounds with green eyes and brown hair.
